so, i felt like tackling an art noveau approach to this idea. 'tho i've been told the jawline looks too mannish to be a convincing woman.
my aim was to draw her with her head sort of tilted back. wouldn't that shorten even a sharp jawline? anyway, critiques very wanted. help!

(btw, i plan on finishing her torso.. would the addition of boobs help, or just make it look like a boy wearing his mother's bra? feh!)

Nah, while they'd be nice, I don't think boobs would really be what makes this character look female. I think it is in the shape of her face, just like you were thinking. It's mostly in the jaw, but also in the cheeks and neck. I think you made her face look overall too masculine, in the areas I just listed, and so I went ahead and made some minor changes. You can see that I softened her jawline and cheek, as well as making some of the neck less muscular. I also made her mouth smaller - the ideal female face usually has a smaller mouth (look at many portraits of women from classical paintings, and you'll find that many of them have mouths that aren't much wider than the width of the nose at the nostrils). I also added a little shadow where the jaw heads towards the neck - this may solve the perspective problem you're talking about.

This is what I got when doing an image search on "tilted head". Like I thought, even a slight tilting of the head almost completely flattens out the jawline. So I think the problem is that you're still trying to keep it pointy, while that stereotype doesn't work with a tilted head.

You might like to thin out the eyebrows. Thin eyebrows are a feminine characteristic. Not saying all women with thick eyebrows aren't feminine.
Also try to define her lower lip since males do tend to have less distinguished lips. Making the lips more petite would help as well.
Try adding double eyelids as well that helps too.

Basically the generalization of a male face (in ur case, semi-anime style) are thicker eyebrows and less lip definition.

an update:

thinned out her face, her eyebrows, made her mouth smaller, her neck thinner, worked on her hair. thank you SO much for the input.

i think it looks MUCH better. what do you think?

that looks amazing, I personaly was thinking you were going to colour it like white and blue (sort of like sheik from zelda) but, this looks good too.
