Edit: here's a more clean version, though still...problematic
Ok, this may sound stupid, but here is my problam: my scanner sucks, and when i try to scan this sketch, it has alot of... "Dirty" parts, which photoshop considers as blacks, and when i try coloring it, it comes out REAL ugly...get my point?

are they black or grey scale?
any hu ... once scanned in greyscale... to get rid of the specks got to the levels and adjust until it begins to affect the drawing... at this point i would clean the rest up by hand not great help but its what i do... |

Try using the clone tool in photoshop, covering up the messy parts with some of the cleaner parts should work. I haven't used it in a while, but I think it's ctrl where you want it to clone from and just release and clone away....hope this helps.  |

HOLY SHIT! the color i used to cover up the dirt looked totaly white on my computer!
...wow, that sure looks messy fro a different computer.

sometimes when Im scanning images it starts to give me ugly little black specs too.. I just reboot the machine and resume scanning and that corrects itself.

is all i could do for your image. you have to correct the brightness/contrast before the final scanning process. if not, use:
1) image/mode/RGB
2) image/adjust/auto contrast
3) image/adjust/brightness&contrast...
4) image/adjust/curves...
