What you need to do is move your pointer down to the side of the Painter application window. When it changes to the dual headed arrow click and hold down your mouse and drag the edge of the Painter application window over into the second monitor.
Then just grab and move your palettes over.
When you quit Painter will remember how you have things and you will have Painter working in dual monitors.
Hopefully for version 8 they will get Painter working like Photoshop till then you must do this to get it to work.
