I am not a newbie in drawing, but a newbie in digital drawing...
And now the question:
What do I need to begin with digital drawing?

you don't really_need_photoshop 5 or up, but I'd suggest it. 5 is way way WAY better than 4. It'd be ok for starting out with (I started with 3 anyway), but 5 or up would be the way to go if you can afford it.
as for tablets, a wacom graphire would be good, and those are about $100 in american currency. but the intuos tablets from wacom are probably better but more expensive.
check out www.wacom.com for better info on them than I can give you.

A new copy of Photoshop will run you about $600 here in the US.

Hmmm.. try getting a copy of Adobe Photoshop 5/or newer, and a Wacom Graphics Tablet - thats about it - it does cost a pretty penny though! Not sure how much photoshop is now but i know the wacom tablet is like $230 and up

well, you definatly DON'T need 5 or up... 4 would be good... and you could probably get a wacom drawing tablet (although small) for $100.00.
