I'm thinking you want good control over your lines, and thickness of your brush strokes. I suggest a vector based program. "Illustrator or Freehand" If you don't have one to play with, download a trial version. Then use flat colors, then if you need the smoothness of any blending of tones or colors, import into PS. I'm not telling you to commit to either program but, I suggest trying to see if they offer your looking for.
If your not looking for well defined lines, I say play with PS some more. |

Im guessing you want a cel style coloring. Photoshop is fine for that you just need to use the right tools. You can use the Pen tool and just line out all your shadows, then make it a selection and fill it with the paint bucket. You can also use the Polygonal Lasso tool and to the same thing.
I used Photoshop for all of these people on this picture(its just a cover to my webpage)

What exactly isn't PS doing for you, and what effect do you want. the vast majority of line art is coloured in PS, (and I do mean vast).
As I was rambling on about before someone needs to do a line colouring tut.

Hi Jennifer!
Photoshop should be fine for you, just use the lasso tool, or the pen to make some nice cut selections and fill them with color. Or personally I just use the hard edged paintbrush. I was going to teach you that, but it sorta ended after the comic coloring tut awhile ago heh.
Very neat sketch btw, you're getting better!

hey jenn!
photoshop! as simple as it sounds, all i ever do is clean up the lines at 400-600% zoom with a black paintbrush, and then set the brush to multiply, choose as large a size as i can comfortably use, and go nuts.
i've tried to use streamline/illustrator to change my lines into vectors, but i find it makes the image look kind of sterile. when it comes to control, i prefer the kind of hands-on control that PS has versus the kind of mathematical control that illustrator has...
