Maybe your RAM has faults. Or the RAM of the videocard. Does it stay permanently in the image? Does it change when you pan around?

You might want to see, if your videocard and SIMMS are sitting nicely in their slots - turn off your machine and give them a little careful push if you know how to do it ...

Hey did you try to tweak your computer any? Like o/c or changed video card or something. Because some time ago i put in a new chip and accidently burned it! LOL It kida worked but in PS i started getting random pixels around the brush i was drawing with. Well i tried EVERYTHING but it didnt work it got fixed when i got a new chip! YAY

So if you didnt get my slight idea, i was trying to say: "Maybe its a hardware problem!"

ha!.. sleep well, bums

Looks like JPEG compression residue to me...

Cant do too much about that 'cept for trying to compress less.

Mayhaps your software has gotten corrupted either through a crash or some other pain in the ass event. Try re-installing Photoshop from scratch.

Are you sure your monitor is set up as 24 bit? =)
Things like this happen when my monitor is 16bit colour. ESPECIALLY when the range between colours is around 10%

Make sure your guides are off. Sometimes that happenes when the guides are on and hidden.

If that's not the case, you probably have bad video memory...
