i tried using elliptical selection tool to make a circle, then converted it to a work path, and then typed on it. but the characters (as seen in the above gif) end up being all garbled looking. is there a better way to do this? thanks

This is a rather complicated task in photoshop dispite the simplicity of your goal. I would recommend using a vector based art software like Illustrator or Corel Draw.

i already know that, but was hoping someone knew how to do it in photoshop as well

If you must use Photoshop the best way to do this is to add up the number of characters and spaces. Let's take this message for example: "Sample Text for Testing". There are 20 characters and 3 spaces. Let's add an additional six spaces and an additional character as a filled between the start and end of the message to round this out to 30.

360 (the degrees of a circle) devided by 30 = 12. This means that each character should be rotated 12 degrees to be perfectly perpendicular in regards to a cross of a line that extends from the center outwards.

Spacing the characters apart properly is complicated if done by hand. I recommend this trick:

1) Create a very large circle that greatly exceeds what is needed for the image.

2) Create the circle by which the text will be rotated in a new layer. This circle should be centered inside the circle created in step 1.

3) Create each character in their own layers.

4) Move all characters to the top center of the smaller circle created in step 2. All the characters should look like they are piled on top of each other.

5) Link the layer containing the big circle created from step 1 to the first character layer. Rotate xx degrees (12 degrees in our example).

6) Link the layer containing the big circle created from step 1 to the first character layer and the second character layer. Rotate xx degrees (12 degrees in our example).

7) Link the layer containing the big circle created from step 1 to the first character layer, second character layer, and third character layer. Rotate xx degrees (12 degrees in our example).

Cool Repeat the pattern indicated in steps 5 - 7 until compete. Do not forget to compensate for the spaces.

9) You should have happy wrapped text. The last time I did something like this was for:
