I want to know how to make the effect of smooth paint in photoshop without filters (filters are cheating Very Happy ) Blur tool? maybe i need a tablet? I dont know what to do....any suggestions?

I think anything can be achieved with normal round brushes in different sizes. Choose different opacities.

Check out his tutorials if you don't know them already.

Look at traditional art you like and try to copy it like that. Hopefully if you practice you'll be able to apply the method to any subject with or without ref.

Filters are not cheating btw as long as you don't filter photographs directly.
But it's not easy to make the result look any good.

Use your brushes set to low opacity - 20 to 35%, then brush a color over itself, over and over and over and over and over and over and again...

With your low opacity brush active, use your ALT key to pick up color around the area you are working in and brush the picked up color over and over and over and over and over and over and again...

spacing=1 (25 is default i think) on your brushes
