hi. i found this picture from interenet.
the woman in the middle looks old, but i can tell she is pretty if i give her a touch.

after the retouching. she looks prettier, but still looks older than the girl beside her. what is it that still make her looks older than her friends?

Proportions; because shes older she has also grown more than the other two, so things like head size in comparison to the other girls adds age to her. Also her eye brows are much thicker and her eyes are closer together and much larger. If you want to make her look younger loose her jewelry and modernise and shorten her hair (it lengthens her face) and loose a small amount of make up. Also try adding a little baby fat just under the chin and round out the face a little (her face is quite a bit longer than the other girls). If you look at the skin qualities of the two younger girls by the way, they have a much fresher more vibrant quality to their skin (being younger). I think you are on the right track but I would rework the mouth that adds age to her quite a bit.

I think it's mostly the facial proportions.

I squished the bottom part of her face, so that nose and mouth are cloer together.

She still has thinner lips compared to her friends ( sign of aging )

I think its mostyl her neck and jowls that need touching up... Below is an animated before after gif...

Though I'd have to add she also has a certain maturity and experience in her eyes that the other two girls haven't acquired as yet.

Some things you can try

Paint over the hair with a black low opacity brush.
Use a filter to sharpen the eyes (of your version after the retouching).

Use a low opacity brush with a pinkish color for her face and the muscles will (hopefully) look firmer
