Is there a good program (windows 2000) for this except macromedia flash? Would be cool if I could do my own little movies directly on my PC

Paint Shop pro 7 comes with an Animation Studio, its pretty good bt also is pretty basic
i taught a course for 12- 15 year olds on it this summer |

Corel Painter has a Movies feature that allows you to create a frame stack and paint, draw, or otherwise treat the movie frames, then save them as a QuickTime movie or animated GIF.
Using the Movies feature, you can do Rotoscoping, or paint on a movie or composite images from one move with images from another movie. You can edit the movie frames to remove things you don't want to see, replace backgrounds, etc.
In Painter, we can record a script and apply it to each frame of the movie. For instance, you could apply an Effect to the frames.
There's a lot more to this feature so you'd need to read the documentation supplied with the software to get the full picture. |

Toon BoomToon Boom Studio
This program is the best check it out.  |

Actually, it all depends on what type of "cartoons" you want to do. Obviously, for 3d animation you need a 3d app. How much do you want to spend? How do you plan to do it? As someone majoring in computer animation, I consider cost and end result to be the deciding factors.
If you plan on scanning drawings into your 'puter, coloring them and doing a pencil test and/or a final animation, you can get away with Photoshop and Premiere, and maybe even After Effects. If you want a program to do the inbetweens for you, etc, then you might want Toon Boom Studio, Crater Software CTP, or SoftImage Toonz.
