5th Adobe Photoshop is not powerful with vector graphics. The only way to convert a pixel image into a vector using PH5 is to use so called "paths" creating them point by point or just drawing over the image with zoom tool.
Adobe Photoshop doesn't allow you to modify line weight (width) and the only option you have is straight line with constant weight about 0. So if you have to create a line with not constant width like 1 pixel at the beginning and 3 pixels somewhere in the middle you will have to create either two paths or one path that will be the line shape but not the line itself.
If you have very sharp image with solid fills and quite big resolution you may convert it to paths by using "magic wand" tool to make seletions and then converting selections to paths.
Make the selection using "magic wand" tool and Goto "Paths" palette and click on the triangle to get the menu. Select "Make Work Path..." from the menu and specify the tolerance like 0,5. You will get vector object to work with
If you have such "paths" you may do only basic operations with them like stroking, filling, selecting and combining with other objects.
It's better to use Corel Trace that allows to convert pixel images to vector automatically or to use Adobe Illustrator.
