Nice moody image... I agree with socar... your skycolors look a bit too arced.. you should straiughten them out a bit... what also caught my eyes is that your horizon is not straight.. you might work ...

I tried the blur brush but it doesn't seem to do a whole lot and it's sloooow.. I get the impression that photoshop calculates the blur more accurately than painter does.. but I don't need that accura ...

First of all... I don't think there is anything wrong with your tablet.
The fact that you get choppy lines has to do with the fact that your computer receives data from your tablet only a couple of ti ...
