i dont know why does it seem so but i didnt use the dodge or burn tools AT ALL 
i used an airbrush with 35% opacity and 15% pressure with multiply and screen to produce that effect but i guess ... |

but there is something ..... i wanted this pic to have a blue light source but i didnt know how to show that in the highlights i tried spraying above them with a very light blue airbrus ... |
